タイ 米輸出世界一の座から転落 世界市場価格はインド、ベトナムが支配

HPにおいては長年、タイ産米のバンコク輸出価格を国際米価の指標として掲載してきた。しかし、タイ米輸出価格を国際米価の標準的レベルとする見方はそろそろ改める時期がきたようだ。

タイ米輸出協会は最近、今年のタイ米輸出量の見通しを650万トンから500万トン、この20年来の最低レベルに引き下げた。対照的にインドは、今年の輸出量を昨年の990万トンを40%以上上回る1400万トンと推定している。ベトナムも今年、650670万トンを輸出した。今や、世界の米価格をリードするのはインド、あるいはべトナムということになる。

バンコク・ポスト紙によると、これはタイが世界一の座にあぐらをかき、米の収量改善(生産性向上)や世界の需要に応じた品種の開発を怠ってきた結果だという(Rice agenda needs unity,Bangkok Post,20.11.1)。米の1ライ(14アール)当たり平均収量をみれば、ベトナム934s、インドネシア765s、インド643s、中国1128s、米国1363sに対し、タイは400sにすぎない。

これではタイ米は比較的高価にならざるを得ず、競争に勝てない。ちなみに209月の25%破精米のトン当たり輸出価格をみれば、インド362.50ドル、ベトナム438.75ドルに対し、タイは490.75ドルにもなる。

Thailand risks dropping to No.5 in rice exports over the next decade if the country remains complacent and does not develop a long-term rice strategy for seeds and competitiveness, warns the Thai Rice Exporters Association.

Charoen Laothammatas, the association's president, said on Wednesday Thailand is expected to see a continuous drop in exports as the country's current rice policy lacks continuity or a long-term development plan.

Thailand also has a limited R&D budget for rice, he said.

The rice price guarantee scheme started on Tuesday, with eligible farmers set to receive the difference when market prices fall below the predetermined benchmark.

Commerce Minister Jurin Laksanawisit said the state-owned Bank for Agriculture and Agricultural Cooperatives (BAAC) transferred 9.4 billion baht in compensation directly to the accounts of 349,000 registered farmers.

The compensation will be paid mainly to growers of white rice paddy and fragrant Pathum Thani rice paddy if the market prices stay below a certain level.

Mr Jurin said the government is scheduled to pay the compensation every 15 days until the end of the harvest season.

 タイ、インド、ベトナム アジア輸出国の米は完全にダブついている。それでも、輸出価格はずっと高止まりだ。タイの米価維持策が直接の原因だが、タイ米より大幅に安いベトナム米の輸出も一向に伸びない。輸入国、タイの米価維持策が財政的にもたなくなり、米価が暴落する日も近いと買い控えているのかもしれない。

 817日、副首相と商務相が選挙で約束した固定価格でのコメ買上げを11月から実施すると発表した。新たな収穫米(うるち・玄米)をトン当たり15000バーツで買い上げる。これは現在の市場価格を4000バーツも上回る。これにより、世界米価の指標となるタイ米の輸出価格の上昇も避けられなくなる。商務相は、現在はトン当たり550ドルほどの5%タイ白米の輸出価格が、08年のピークに迫る800ドルほどに押し上げられるかもしれないという。タイ米輸出協会が24日に発表した今週の100%タイ白米(Bグレード)バンコク輸出価格は09年末以来、初めてトン600ドルを超えた。

 対照的に、ベトナム米は、ベトナムから今年150万トンを輸入すると見られるフィリピンをはじめ、マレーシア、シンガポールなど東南アジア諸国、イラク等中東、アフリカ諸国、キューバなどから引っ張りだこだ。今年の輸出量は450-500万トンに達すると見られている。国内供給不足を恐れる政府が、国内備蓄増強のために10万トンの追加買い上げを決めたほどだ。先々、国内食糧安全保障のための輸出制限も考えられるという。
