ブラジル、アマゾン地域でのサトウキビ容認　危ぶまれるEU－メルコスル貿易協定批准

ブラジル大統領・.ボルソナーロが、従来の“古風”なルールを改め、アマゾン地域でのサトウキビを容認する決定を行った。何のために？サトウキビから作られる燃料エタノールを増産するためである。何故エタノールを増産するのか？EUへのエタノール輸出を増やすためである。

　今年6月、EUとブラジルを含む南米４ヵ国で構成する共同市場・メルコスルは、安価で化学物質に汚染された牛肉や鶏肉、砂糖が洪水のようにEU市場に押し寄せ、併せて世界の肺・アマゾン熱帯雨林の破壊を加速することを恐れるフランス、アイルランド、オーストリアなどの反対を押し切り、20年越しの交渉をしてきたEU－メルコスル包括的貿易協定締結で合意した（EU and Mercosur reach agreement on trade,Europeaqn Commission,19.6.28）。

　この協定の下、メルコスルはEUの工業製品やワインなどの輸入関税を引き下げるのと引き換えに、牛肉、鶏肉、砂糖とサトウキビエタノールなどのEU市場への特恵的アクセスを勝ち取った。ブラジルは2018年、34万トンのエタノールをEU市場に輸出したが、今やこれを65万トンに増やす計画を立てている。そのために、アマゾン森林を開拓、サトウキビ畑を大きく増やそうというのである。鉱山開発、牧牛地開発などアマゾン地域の経済的利用促進を持論とする大統領はサトウキビ生産にも手を伸ばしたわけだ。

今年初めのボルソナール大統領就任以来、アマゾン森林破壊は急加速している（ボルソナーロ大統領の下、アマゾン森林破壊が急加速　時評日日　19.11.19）。森林破壊の大部分（80％）は牛牧場に関連していというが（Amazon protection: Can Brazil's destructive cattle ranches be transformed?,Deutsche Welle,19.11.19）、サトウキビまで栽培となれば、森林破壊は一層進む。アマゾン森林の“死”まで考えれられる。

となればフランス等の貿易協定反対の声は一層高まる。EU諸国すべてがメルコスルとの貿易協定を批准しなければ協定は発効しない。今や協定も死んでしまう恐れがある。

そんな状況を知ってか知らずか、わが安倍総理は、メルコスルとの経済連携協定（EPA）を考えているらしい（南米４カ国（メルコスール）とＥＰＡ　政府が検討　牛・鶏肉で懸念　日本農業新聞　19.11.5）。自動車などの輸出拡大と引き換えにわが国畜産農家を破滅させ、加えてアマゾン森林破壊を、従って気候変動を加速する。首相も彼を支持し続ける日本人も、「化石賞」だ。
