米議会上院指導者 TPA早期審議入り 承認もあり得る 審議入り議決失敗の翌日

 昨日伝えた通り、米議会上院が12日(火曜日)、TPPの妥結に不可欠な貿易促進権限(TPA)法またはファスト・トラック法の審議入りの議決に失敗した(米議会上院 ファスト・トラック法審議入りさえできず 反対派与党議員罵倒でオバマ自身が墓穴)。ところがその翌日(水曜日)、上院指導者がTPAを「検討し、承認することもあり得る」(consider and likely approv)合意に達したと発表した。なお不透明な部分が残るが、ワシントン・ポスト紙が伝えるところによると次の通りである。

 上院多数派(共和党)のリーダーであるミッチ・マーコーネル議員と少数派(民主党)のリーダーであるハリー・M・レイド議員が、民主党が要求してきた中国の為替操作を標的とする立法を木曜日午後に別途採決する計画を明らかにした。貿易立法とは分離された中国の為替に関する立法にはオバマ政府が反対しているが、過去20年、製造業雇用の喪失で大きな打撃を受けてきた中西部諸州の上院議員が賛同している。

 貿易協定の執行のための他の措置も含むこの立法は上院は通りそうだが、下院を通過するかどうか疑問が残り、大統領の拒否権発動もあり得る。それでも、これが取り上げられれば、上院はTPAの検討に動くだろうとマーコーネル議員は言っている。

 オバマ大統領は火曜日、ロン・ワイデン上院議員(民主党)が率いる強力な為替立法を求めるグループをホワイト・ハウスのキャビネット・ルームに召喚、彼らが求める貿易に関する執行措置の大部分を容認したが、為替立法は受け入れなかった。

 しかし、この記事は、マーコーネル議員の発表は、オバマと会った民主党議員グループがワイデンが明確にしていた以前の立場を覆したことを示唆していると言う。

 TPAの早期上院審議・通過への道が見えたのだろうか。しかし、早くても6月初旬と予想される下院での採決へのも道は、依然として「最も危険」な道と見られている(上記ワシントン・ポスト紙)。TPPの成否は、TPA通過だけでなく、通過時期にもかかっている。時間との闘いでもある。上院における両党リーダーの妥協は、TPP妥結という最終ゴールが見えたことを意味しない。

Under the deal, the Senate will vote Thursday, first on a contentious trade enforcement bill that includes new remedies to counter currency manipulation by trading partners, and then on an extension of an African trade agreement.
The Senate would then begin debate Thursday evening on trade promotion authority.
The agreement gives Democrats a chance to demonstrate broad, bipartisan support for a get-tough approach on countries that intentionally keep the value of their currency low to make their exports cheaper, which then effectively raises the cost of American-made goods. But if that separate bill can get through the House, it would then be vetoed by the president, who believes it would destroy the trade talks.

But even as leaders from both parties outlined what Senate minority leader Harry Reid described as a “fair” deal, it is hard to escape a hardening reality: Mr Obama and the Trans-Pacific Partnership he is trying to close with Japan and 10 other countries are running out of time.

It is not just President Barack Obama’s trade agenda that hangs in the balance. The Senate’s rebuff to his request for a vote on the fast-track negotiating authority also casts doubt on his “pivot to Asia”. The White House downplayed the defeat as a “procedural snafu”. It insists common sense will prevail. But the goal of enacting Trade Promotion Authority — an essential step to wrapping up both the Pacific and transatlantic deals — is starting to look arduous.
